The conduct of the American war effort during the Korean conflict has been, and continues to be, hotly debated. What could not nor should not have been debated was whether or not the United States military was under the civilian control of the President as Commander-in-Chief, as the authority of the President over the armed forces is as clear as the U.S.Constitution. The historical record shows, however, that this concept was largely and broadly assailed during the aftermath of the several public disagreements General MacArthur had with President Truman's war policies during the General's conduct of that war. Such behavior by a General could not be tolerated in a properly operating democracy, so accordingly, the President fired the General. The public outcry against the President for doing this was enomormous, seen though it may be today as one of high points of the Truman Presidency. Riding the crest of a tidal wave of popular support, the General was invited to address a Joint Session of Congress, ostensibly to speak about the war in Korea, but in fact to have a voice to express his views about the subject in the light of his disagreements with the President. This CD contains the entirety of that speech, which not only achieved the ends just described, but which also served to provide the "good-bye and fare-well" to public service it later proved to be.
